The permanent growth of flood related losses in the global scale is motivating to search modern economic solutions as well as legal and organizational means in order to mitigate flood losses and to excel the effectiveness of their liquidation. From conducted literature reviews within the subject at stake and from the observations of long debates taking place among researchers and politicians emerges an urgent need for the detailed study on the possibility of implementation of a flood insurance system in Poland. At the same time there is no comprehensive research or economic analysis concerning such a system. Therefore the author proposed to implement the Cost Benefit Analysis (CBA) in order to assess the proposed flood insurance system. Research process in this doctoral dissertation was designed to create project of the mandatory flood insurance system suitable for Poland's needs. Then the CBA for both, the proposed system and the existing forms of insurance against flood was conducted. From that the conclusions were drawn concerning the possibilities and usefulness of implementation of the proposed insurance system. In particular the taxonomic methods were used, in order to compare insurance solutions internationally and the economic analysis, based on the CBA was conducted. Geographic Information System (GIS) was used to visualize and analyze flood losses. Created application of CBA is the author's particular input into the development of case study of this method and it confirms that CBA is a useful method to choose the best social risk-transfer strategy.
