Item type:Article, Access status: Open Access , An application of the »traffic lights« idea to crop control in integrated administration control system(Wydawnictwa AGH, 2021) Hejmanowska, Beata; Twardowski, Mariusz; Żądło, AnnaThe aim of the paper is to discuss the idea of marking agricultural parcels in the control of direct payments to agriculture. The method of using remote sensing to monitor crops and mark them according to the idea of »traffic lights« is introduced. Classification into a given »traffic lights« color gives clear information about the status of the parcel. The image classification was done on Sentinel-1 and Sentinel-2 datasets by calculating the NDVI and SIGMA time series in the season from autumn 2016 to autumn 2017. Two approaches are presented: semi-automated and automated classifications. Semi-automated classification based on NDVI_index and SIGMA_index. Automated classification was performed on NDVI by Spectral Angle Mapper method and on SIGMA by Artificial Neural Network (Multilayer Perceptron, MLP method). The following overall accuracy was obtained for NDVI_SAM: 70.35%, while for SIGMA_CNN it was: 62.01%. User accuracy (UA) values were adopted for traffic lights analysis, in machine learning: positive predictive value (PPV). The UA/PPV for rapeseed were in NDVI_index method: 88.1% (6,986 plots), NDVI_SAM: 85.0% (199 plots), SIGMA_index: 61.3% (4,165 plots) and in SIGMA_CNN: 88.9% (2,035 plots). In order to present the idea of »traffic lights«, a website was prepared using data from the NDVI_index method, which is a trade-off between the number of plots and UA/PPV accuracy.Item type:Article, Access status: Open Access , Analiza dokładności pomiaru działek rolnych techniką GPS dla celów kontroli obszarowych w systemie IACS(Wydawnictwa AGH, 2006) Oszczak, Stanisław; Ciećko, AdamThe paper presents the project carried out by University of Science and Technology (AGH) in Cracow, Poland in cooperation with University of Warmia and Mazury (UWM) in Olsztyn, Poland and Unite de Statistique et Informatique (USI) in Gembloux, Belgium. The project was commissioned by Joint Research Centre (JRC) of European Commission. Aim of the research was elaboration of validation methods for measurement of land parcels areas. Two measurement experiments were performed in the project: remote sensing (RS) and GPS. Remote sensing experiment was made at AGH-UST Kraków, and GPS at UWM Olsztyn. Both experiments were designed and statistically analyzed at USI Gembleux. The article presents the guidelines, practical field tests and results concerning GPS part of the project. During field tests different types of GPS receivers were used, the measurements were carried out on parcels with different size, shape and border conditions (open horizon and obstructions by the trees). The huge number of repetitions and detailed statistical analyzes allowed to draw constructive conclusions.Item type:Article, Access status: Open Access , Metodyka kalibracji pomiaru powierzchni działki rolnej na ortofotomapie(Wydawnictwa AGH, 2006) Hejmanowska, BeataIn the paper chosen results of the UE project Validation of methods for measurement of land parcel areas are presented. The project was realized and coordinated at the AGH in Krakow. During the project 3 measurement experiments were performed: 2 remote sensing (AGH Kraków) and 1 GPS (UWM Olsztyn). The experiment was prepared and statistical analyzed at USI Gembleux. The aim of the study was to elaborate the validation method for land parcel measurements. In the paper short discussion of the existing approach is presented and alternative method proposed by author is described. Results of remote sensing experiments are shown. Point position error, characterizing measurements technique, was assumed as a parameter for area accuracy assessment. In RS experiments airborne and satellite ortophotomaps, with pixel size of 0.2-2.5 m were applied. 36 land parcels were digitized by 6-12 operators. In experiment 1 - 3888 measurements were made (1296 - in experiment 2). Data were according ISO 5725 analyzed. For VHR ortophotomaps (pixel size 0.2-1 m) we obtained the point position error of ca. +/- 2m. For EROS and SPOT (pixel size 2 and 2.5 m) point position error was ca +/-5 m. An optimal measurement set for proposal of validation method for RS is: 30-40 parcels, 3 operators, 3 days and 3 repetitions.Item type:Article, Access status: Open Access , Porównanie danych zawartych w systemie IACS w odniesieniu do systemu ewidencji gruntów i budynków(Wydawnictwa AGH, 2005) Hanus, PawełIn the paper a problem of using data, contained in cadastre, for the needs of creating data necessary for IACS application in Poland, has been showed. The problem has become especially important after Poland accession to the European Union. Shortly described essential rules of cadastre system and also the ultimate range of grounds data, which are the base for direct determining amount additional payments for agricultural production. It has been stated, that data contained in cadastre are completely sufficient for the aims demanded for IACS system. Comparing data contained in IACS system, one must state, that data referring to the parcel boundaries, do not yield data coming from the cadastre, and moreover they fulfill suitable criteria showed in relevant regulations. However, they are more update then cadastre data. So, one should use them, in cadastre modernization process.Item type:Article, Access status: Open Access , Wybrane zagadnienia kontroli gospodarstw rolnych w ramach programu IACS (Integrated Administration and Control System)(2007) Buśko, Małgorzata; Dukielski, Piotr; Krzyżek, RobertW artykule przedstawiono zagadnienia dotyczące zasad przeprowadzania kontroli gospodarstw rolnych z tytułu dopłat bezpośrednich dla rolnictwa w ramach programu IACS. Omówiono strukturę Agencji Restrukturyzacji i Modernizacji Rolnictwa oraz zasady składania wniosków przez beneficjentów. Przedstawiono także sposoby typowania producentów rolnych do kontroli na miejscu oraz metody przeprowadzania kontroli obszarowych. Na przykładzie różnych województw zamieszczono tabelaryczne zestawienia obrazujące liczbę zarejestrowanych producentów rolnych, liczbę złożonych wniosków o dopłaty, poziom i liczbę przeprowadzonych kontroli oraz poziom wykrytych nieprawidłowości w skali kraju.
