These conditions, or unsafe practices in gas companies, play a very important role in the occurrence of gas leaks and fires. Any unsafe acts can lead to unpleasant incidents for citizens, their homes, and property. This study aims to increase the effectiveness of anomalous systems in the gas subsidiaries of Alborz province. To conduct this study, the Tripod Beta technique was used to draw a diagram of the analysis of gas accidents in homes in the Alborz province, and the hierarchical analysis method was used to assess the risk of injuries, casualties, and unintentional house fires. In the first stage, information on gas leaks, and fires were collected by reviewing the documents related to the winter events of 2020. Then the sum of the mentioned conditions was studied as a hypothetical model. In the second step, the mentioned model was analyzed using the Tripod Beta method, and the causes of the accidents were determined by the capability of the study method. The obstacles studied were technical safety regulations, and the creation of a safe environment. The primary reason attached to the technical safety regulations was the lack of proper understanding of valve openings and closing signs. Another immediate reason for the need to create a safe environment was the lack of safety equipment. The precondition for not understanding the open and closed sign of the valve, lack of sufficient knowledge, and the precondition for not using safety equipment, buying unsafe equipment, and the hidden reason for the lack of sufficient knowledge, lack of training, and the hidden reason for buying unsafe equipment, was the poor economic situation. The results of this study indicated that fire-related conditions are of the utmost importance in assessing the risk of unintentional house fires. From ecological point of view it should be tried to do the maximization in using up resources. So far the production of aggregates needs to use several stages of feed crushing. As the effect there is created more and more small fractions treated as waste. From economic point of view the best situation would be to sell the highest price (the most expensive) fraction: chippings, voussoir, breakstone. The mediate solution can be to offer the lowest granulation fractions. Their analysis helped to predict the exploitation costs in the Legnica Zachód mine taking into account, at the same time, the results of the brown coal mines in Germany. Because economic activities belong to a group of human occurrences therefore their understanding requires knowledge of human nature and factors financially elusive belonging to psychology and ethics and having impact on the human behaviour. The research of these occurrences is based on lots of data, by no means statistical. In research of economic phenomena metaphysical notions about human nature are the most important, about its origin, destiny, self –esteem and mutual bound among people. In this way the range of political power cannot be determined by empirical research}. However , if considerations refer to the human nature and that of social coexistence, it can be qualified, what belongs to an individual and what to the state. In practice we can state different competences in this range. Any weakness in the planning system may result in forms of spatial development that are socially, environmentally or economically disadvantageous. Therefore, the aim of this study was to examine whether master plans and land development monitoring in the Polish system are effective instruments in shaping sustainable spatial development. The factor analyzed was the share of a biologically active area and four villages located near a regional city were analyzed. Data from master plans, cadaster and orthophoto maps were used in this study. Verification of land use made it possible to evaluate whether the properties meet the provisions of spatial planning documents. In each of the analyzed villages, properties that do not meet the provisions of master plans were identified. In one of the villages, more than half of the properties had a smaller share of biologically active areas than permitted by the local law. The research also analyzed alternative scenarios of the potential impact of the application of permanent vegetation on sealed surfaces. These results showed that using green roofs, for example, can significantly reduce the problem of local laws being broken. The results quantitatively confirm that the provision of master plans in the Polish system are not effective tools in regulating land development.
