Item type:Article, Access status: Open Access , Agricultural land protection by spatial planning in Bulgaria(Wydawnictwa AGH, 2020) Moteva, Milena; Marinova, BisserkaAgricultural land is a basic resource for the livelihood of the Bulgarian population. However, its management is unstable and is connected with many unresolved or wrongly resolved problems which make it difficult to exercise its underlying function. This is mainly due to fragmented land legislation that has a number of disadvantages: the transformation of agricultural land into urban land is easy, control of land quality is poor, and there is a deficiency of agricultural spatial planning regulations. One of the specific tools for preserving the natural function of agricultural land is spatial planning, subject to the strategic documents of the country. According to a newly elaborated concept on agricultural territory planning, this process is two‑staged: on the municipal and on-farm level. The objectives of the paper are: 1) to analyze the effectiveness of national legislation in regard to preserving the natural function of agricultural land, 2) to defend the necessity of the normative framework completion with precise spatial planning rules for agricultural land, and finally, 3) to draw attention to a new concept on agricultural territory planning by presenting the basic cadastral and specific data for performing spatial GIS analyses and elaborating spatial plans. Data from national statistical institutions were used, and methods of analysis and synthesis were applied. The data needed for GIS analyses and elaboration spatial plans for agricultural territory are listed. The paper asserts that spatial planning is a tool for regulating agricultural land use, for setting territory conditions for preserving and improving land quality, for protecting land tenure rights and for developing successful and high‑income agribusiness.Item type:Article, Access status: Open Access , Exclusion of land from agricultural and forestry production - practical problems of the procedure(2011) Kwartnik-Pruc, AnitaThe process of excluding agricultural and forest land from production is a two-step procedure. The first step includes a change of property use in the local zoning plan. The second element of the process leading to the actual exclusion of land from agricultural or forestry production is an administrative decision allowing for such an exclusion. This article presents practical problems associated with determining the area of exclusion. Difficulties associated with the disclosure of changes in land use in land and building register have also been highlighted here. Shortcomings of legal regulations in the subject matter have been pointed out and complementation of the normative acts has been proposed.Item type:Article, Access status: Open Access , Investment nature of real properties on the example of Wielka Wieś municipality(2013) Pałubska, Joanna; Ruchel, JanMarket value of a given real property, created by many factors, mainly depends on individual market characteristics of the real property, strictly related to its type. The segment of real properties with investment potential, for example agricultural real properties, deserves particular attention. Agricultural lands, attractive in terms of location, are treated as good investment of capital, while the prices achieved in the course of their sale are not dependent on the attributes affecting farming productivity but on parameters enabling the change of their intended use for a more profitable one. It can be indicated by significant diversification of agricultural land prices, where high prices usually relate to speculative purchasing. The number of such transactions is very high especially in the attractive suburban areas and it exceeds the number of real properties purchased for agricultural use. Investments in such locations allow achieving high profits, especially because the prices of building lands are high. Wydział Geodezji Górniczej i Inżynierii ŚrodowiskaRozprawa doktorska omawia optymalizację procedur kontrolnych w systemie dopłat bezpośrednich do rolnictwa IACS. Składa się z dwóch części. Pierwsza dotyczy walidacji metody pomiaru działek rolnych. Przedstawiono rekomendacje Wspólnotowego Ośrodka Badawczego w Isprze, wskazując m. in. na niereprezentatywne warunki walidacji oraz nieuzasadnioną jednakową dokładność pomiarów wykonywanych przez rolników i kontrolerów. Kwestionowano także różne tolerancje pomiaru w obrębie jednego kraju. Drugi aspekt dotyczy teledetekcyjnego określania typów upraw. Metody bazujące na długich seriach czasowych obrazów teledetekcyjnych bywają ograniczone przez brak wystarczającej liczby dni bezchmurnych. Zaproponowano podejście oparto o pojedyncze obrazy, uzyskując dokładność klasyfikacji upraw na poziomie 79-91%. Dyskutowano też nad różnymi metrykami dokładności klasyfikacji. Ostatnia część dotyczy głębokiego uczenia w celu rozpoznawania podstawowych typów pokrycia terenu w obszarach rolnych (gleba odkryta, trwałe użytki zielone, uprawy dojrzałe lub na wiosnę przed wykonaniem zbiegów agrotechnicznych i uprawy w fazie intensywnej wegetacji) bez pól treningowych. Sieć trenowana na przykładowych danych pozwoliła na osiągniecie dokładności takiej klasyfikacji wstępnej równej 91%.
