Item type:Article, Access status: Open Access , BPMN in Legislation on Example of Public Procurement Law – Case Study(Wydawnictwa AGH, 2024) Biernacki, PiotrThe subject of the study was the use of BPMN in the creations and implementations of legal regulations on examples of projects that concern the reforms of public procurement law and supporting them with IT tools. The most important observation that resulted from the study is that any legal regulations that concern the proceedings are basically (business) information systems and, as such, can be reflected in BPMN as pools (participant). The method of carrying out the procedure itself can be represented using a business-process model that is recorded in BPMN notation in the form of a collaboration diagram; on this, the “regulation” exchanges information (data) with the other entities that carry out the procedure. Precise BPMN recording ensures the unambiguity of a regulation and allows for an assessment of the effects of the regulation before its implementation. The models that were used at the analysis stage can be transformed into executable models using IT tools that support supervision over the implementation of the procedure in accordance with a given regulation; this ensures the full coherence of the regulation and its subsequent implementation (supported by IT tools). BPMN models can be an annex to the regulation and, thus, contribute to its better understanding. On the other hand, the ability to read BPMN models is becoming a core competence – not only for consultants and programmers but also for lawyers and those officials who carry out such proceedings in accordance with a given regulation.Item type:Article, Access status: Open Access , Digitalizacja dziedzictwa kulturowego w Polsce. The process simplifies the preservation of memory of the past of a given community, thus reasserting its collective identity. In our article, we discuss some aspects of this process. We focus on the legislative determinants of digitization in relation to European Union and Polish law and we analyse the repositories, including digitized objects. Our research leads to the conclusion that digitization is seen by lawmakers as an important element of cultural policies. The research proves that unlocking the centrally institutionalized process of digitization to grass-roots initiatives (social archiving) is more and more significant, even though the main role in this process is now played by public institutions.Item type:Article, Access status: Open Access , Legal conditions and data provision for land property exchange in the processes of land consolidation and land compensation in Bulgaria(Wydawnictwa AGH, 2020) Moteva, MilenaLand consolidation and land compensation require the evaluation of the productivity of the exchanged or recompensed areas. A serious deficiency in land consolidation regulations set by the Agricultural Land Ownership and Use Act, 1991 is the 10% restriction on the difference in the exchanged areas before and after land consolidation. The simultaneous action of the current methodology for equating lands by their quality, together with the legal restrictions of this Act, limits the implementation of land consolidation to only highly productive lands of the 1st to the 3rd land category. The objective of this paper is to suggest a method for extending the implementation of land consolidation to larger areas and to recommend a fairer calculation method in equating lands by their quality. Two approaches to landed property exchange are united. One of them is based on the mean estimates of land productivity per land category (MLPE) (considering the Bulgarian Land Categorization System), the other one - on the detailed land productivity estimates of each landed property (DLPE). The adapted FAO Land Suitability Classification is suggested to identify areas suitable for land consolidation. Regression analysis and expert assessment were used. The data required for GIS processing are specified and systemized.
