Item type:Article, Access status: Open Access , Charakterystyka procedur budżetów obywatelskich w Wielkopolsce(Wydawnictwa AGH, 2017) Jeran, Agnieszka; Mączka, Krzysztof; Matczak, Piotr; Milewicz, MaciejFor the past 25 years, the phenomenon of participation has been widely discussed around the world, and one of its forms is participatory budgeting, which gained popularity in the late 1980s and 1990s. Participatory budgeting became popular in Latin America and has spread globally. Until 2000, only a few European cities benefited from this tool, but the idea has rapidly expanded, and in 2010 there were around 1,500 cities (200 in Europe) where participatory budgeting has been implemented. Its nature is diverse and it performs several functions. Studies focus on case studies, and systematic analysis of the organizational aspect is absent. This pilot study contributes to the procedural aspect of participatory budgeting through the analysis of 28 cases in Wielkopolska Voivodeship conducted in the period 2012–2016. In the study the written rules concerning participatory budgeting were scrutinized along with the websites of municipalities. Four issues were analyzed: level of financing investment, application procedures, voting procedures, and methods of final selection. The comparative analysis leads to the conclusion that participatory budgeting in Wielkopolska Voivodeship is significantly procedurally differentiated.Item type:Article, Access status: Open Access , Lease as form of municipal land management - case study(Wydawnictwa AGH, 2018) Trojanek, MariaThis paper presents information about different forms of land management, especially land leasing. Land lease transactions in Poznan, one of Poland's regional cities, have been analyzed. The research has shown that, in Poland, long-term leases have been used in a very limited (partial) scope so far. Most often, lease agreements are concluded for up to three years with the possibility of extension, although the law provides for the possibility of concluding contracts for longer periods. During the years of 1996-2014, the city of Poznan concluded only 18 long-term lease agreements, which is caused by the dominant form of managing public lands - perpetual usufruct.Item type:Article, Access status: Open Access , Partycypacja obywateli w rządzeniu. Analiza opinii urzędników wybranych samorządów powiatowych województwa świętokrzyskiego(Wydawnictwa AGH, 2012) Migaczewska, Ewa; Masłyk, TomaszThe article attempts to summarize one of the topics explored in the research grant entitled »Civilizational development of sub-national communities and local government processes and the institutionalization of social and economic participation in Poland«. The main subject of discussion undertaken in this article is the category of civic participation described by local government officials of two districts: skarżyski and staszowski in Świętokrzyskie voivodeship. Our aim is to present how the local government officials understand the essence of civic participation and its importance for the development of the region. Information received from local government officials, who were interviewed, also help to reconstruct pattern of behavior of (non)subjectivity of the citizens. This pattern is formed by client attitudes which dominated over attitudes of commitment and social participation. In result social participation can not be regarded as an important factor in stimulating the development of the region.Item type:Article, Access status: Open Access , Powiaty w sieci - główne funkcje realizowane przez samorządowe witryny internetowe(Wydawnictwa AGH, 2012) Porębski, LeszekThe paper addresses the problem of the ICT use by local government institutions, which is the important aspect of the e-government research. Major part of the paper is the presentation of results of the research project carried out in the period of 2005-2009. The study comprised the analysis of the content of websites of Polish counties (the secondary level of Polish local government system). Four major functions performed by local government websites were identified within the framework of the research. They are: information, promotion, consultation and service delivery. Research results indicate that information delivery is the most advanced form of the Internet offer of local government institutions. At the same time capabilities of more sophisticated aspects of websites content (the stimulation of local public debate as well as electronic service delivery) remain undeveloped. Nevertheless, it is worth stressing that the gradual enhancement of the content of local government websites can be observed.Item type:Article, Access status: Open Access , Wybrane aspekty informatyzacji jednostek samorządu terytorialnego(Wydawnictwa AGH, 2009) Lisiak-Felicka, DominikaThe article presents information about number and cost of IT projects which were realized by local government units. Information is based on budget analyze and own research. Information of IT projects implemented in framework of the Regional Operational Programs were also analyzed. The article presents the degree of informatization of offices in Poland and shows basic problems in the development of e-Administration.
