Konsultacje społeczne w realizacji przedsięwzięć uciążliwych dla środowiska gruntowo-wodnego

Abstract

Konsultacje społeczne są szansą dla społeczeństwa na zabranie głosu w sprawach, które bezpośrednio go dotyczą. Celem pracy jest ocena znaczenia konsultacji społecznych w realizacji przedsięwzięć uciążliwych dla środowiska, w tym środowiska gruntowo-wodnego. Przedstawiono podstawy prawne konsultacji społecznych. Wyjaśniono także, dlaczego nie wszystkie inwestycje uznawane są za szkodliwe dla środowiska. Problem konsultacji społecznych został przedstawiony na dwóch przykładach. Jedna z inwestycji została zaakceptowana przez społeczeństwo i zrealizowana. Jednak w drugim przypadku porozumienie nie może zostać osiągnięte. Na podstawie opracowanych materiałów wywnioskowano, że zgoda społeczeństwa jest niezbędna, aby móc realizować przedsięwzięcia, które mogą być uciążliwe dla środowiska.

Public consultations are an opportunity for the community to speak on topics which concern them directly, including the environment. The purpose of this thesis was to evaluate importance of public consultations in the process of implementation of environmentally burdensome projects. Regulations about public consultations were presented with the explanation why not all investments are classified as a harmful to the environment, particulary to soil-water systems. The problem of public consultations was shown on two examples of investments; extension of the wastewater treatment plant ‘Czajka’ and construction of the open lignite mine in Gubin. The first project was accepted by the community and already realized. However, in the case of the second project an agreement has not been reached so far. It was concluded that the consent of the society is necessary to realize the projects which could be burdensome to the environment.
