Piaskownice regulacyjne w energetyce - kilka uwag w odniesieniu do projektowanych rozwiązań prawnych

Abstract

Przedmiotem rozważań podjętych w artykule jest analiza i ocena rozwiązań prawnych zaproponowanych przez Ministerstwo Klimatu i Środowiska, a służących wdrożeniu do polskiego porządku prawnego instytucji piaskownicy regulacyjnej w sektorze energetycznym. W ramach analizy wykorzystane zostały wnioski płynące z prac nad propozycją wdrożenia instytucji piaskownic regulacyjnych na gruncie ustawy Prawo energetyczne prowadzonych w ramach realizacji projektu rozwoju energetyki rozproszonej w klastrach energii - KlastER.

The scope of the considerations in the article is the analysis and evaluation of legal solutions proposed by the Ministry of Climate and Environment for the implementation of the regulatory sandbox in the energy sector into the Polish legal system. As part of the analysis, conclusions from the work on the proposal to implement the institution of regulatory sandboxes under the Energy Law Act were used as part of the implementation of the project for the development of distributed energy in energy clusters - KlastER.
