Analiza przestrzenna zmian środowiska Gminy Czarna po realizacji autostrady A4

Abstract

Niniejsza praca stanowi diagnozę zmian środowiska jakie zaszły w obrębie gminy Czarna na tle funkcjonowania na jej terenie odcinka autostrady A4. Zaprezentowano charakterystykę obiektu, oraz uwarunkowania środowiskowe gminy. Ocenie poddano ukształtowanie terenu, warunki klimatyczne, budowę geologiczną, kopaliny, wody powierzchniowe i podziemne, warunki glebowo-rolnicze, strukturę użytkowania terenu, walory krajobrazu, faunę, florę oraz stan powietrza. W celu wykonania analizy przestrzennej posłużono się ogólnie dostępnymi danymi przestrzennymi oraz oprogramowaniem z zakresu Systemów Informacji Przestrzennej. Spostrzeżone zmiany porównano z prognozą, która tworzona była na etapie projektowania autostrady. Z przeprowadzonych analiz wynika, że powstanie autostrady A4, które spowodowało znaczny ubytek terenów gminy, nie zmieniło w szczególny sposób struktury użytkowania i zagospodarowania gruntów w jej obrębie. Stwierdzono, że oddziaływanie drogi na otoczenie, pomimo wprowadzonych działań minimalizujących niesie za sobą negatywne skutki ekologiczne, poprzez ciągłe emisję gazów, pyłów i substancji szkodliwych do gleby, wód i powietrza. Przecięcie szlaków migracyjnych zwierząt, fragmentacja środowiska oraz utrata siedlisk biologicznych w miejscu pasa drogowego powoduje zmniejszenie bioróżnorodności na obszarze Jastrzębsko - Żdżarskiego Obszaru Chronionego Krajobrazu. Zwrócono uwagę na konieczność przeprowadzenia monitoringu porealizacyjnego w zakresie hałasu ze względu na możliwość przekroczeń dopuszczalnych norm emisji.

The following thesis is a diagnosis of the environmental changes which took place in the area of Czarna Commune, on the background of functioning of the section of A4 motorway on its territory. The characteristics of the object and environmental conditions of the commune were presented. Natural topography, climate conditions, geological structure, minerals, surface and underground water, soil and agricultural conditions, land use structure, landscape values, flora, fauna, and air pollution were assessed. In order to perform the spatial analysis, generally accessible spatial data and software related to the Spatial Information System were used. Changes found were compared with the prognosis, which had been prepared at the stage of designing the motorway. The performed analysis showed, that construction of the A4 motorway, which resulted in significant loss of the communal area, did not change in particular the structure of use and land development within it. It was found that the impact of the road on the environment in spite of the introduced mitigation measures brings the negative effects through the continuous emission of gases, dusts and pollutants into the soil, water and air. Crossing animal migration routes, fragmentation of the environment and loss of biological habitats at the road lane will result in the loss of the biodiversity in the Jastrzębsko-Żdżarski Protected Landscape Area. Attention has been paid to the need for post-completion noise monitoring due to the possibility of exceeding emission limit values.
