A geoportal supporting spatial planning in Poland - concept and pilot version

Due to the complexity of planning processes, as well as the desire to satisfy stakeholders and entities involved in spatial development and planning procedures, there is a clear need to create a platform for managing spatial development planning information. The aim of this paper is to present a project and pilot version of an urban platform (spatial planning geoportal), which is intended to be a solution used for the creation, analysis, and presentation of spatial data related to spatial planning. To implement the concept of the geoportal, one of the models used in systems and software engineering known as incremental execution was used, together with the language for documenting phases of an IT project - the Unified Modeling Language (UML). The concept includes a formal description of the geoportal functionalities using UML as well as the perspective of solution users and stakeholders. This paper also shows the functionality of the pilot version of the geoportal, which refers to spatial planning at the local level and local spatial development. The spatial planning geoportal presented in this paper adheres to the reform of spatial planning and is intended to help in conducting spatial policy, both at the local and central level. Establishment of the spatial planning geoportal may contribute to increasing the efficiency and quality of the spatial planning system in Poland, as well as other areas such as management of local government units, local and regional transport, and regional planning.

The most important goal of creating geoportals is to provide Spatial Data for the Polish Spatial Infrastructure (Głowacki et al. 2005).

Analiza wydajności przetwarzania danych przestrzennych w NoSQL-owych bazach danych

Temat projektu obejmuje zagadnienie składowania danych geograficznych w NoSQL-owych bazach danych. Podjęto próbę oceny wydajności nierelacyjnej bazy danych MongoDB wraz z jej wbudowanymi funkcjami przestrzennymi w odniesieniu do bazy PostgreSQL z rozszerzeniem przestrzennym PostGIS. Do testów zostały przygotowane skrypty pozwalające na wielokrotne wykonywanie tych samych zapytań i obliczające wybrane parametry. Ponadto przedstawiono główne zalety i wady baz danych NoSQL w kontekście możliwości operowania na danych przestrzennych.

Analysis of legal regulations and proposed changes in definition of contour of building in real estate cadastre

This paper analyzes the legal regulations related to cartography and surveying with regard to the building structures entered into the real estate cadastral database. Particular attention has been paid to the contour of a building structure in the register of land and buildings, and to one of the descriptive attributes - the development area. Under the current laws, the development area results directly from the contour of a building structure. The thesis of this paper is that the current manner of defining the contour of a building and the resulting development area do not reflect the factual status of the building in the field. In order to verify the above thesis, examples of various building structures have been provided that reveal flaws in the definitions. The result is a lack of uniformity in the collected cadastral data in the database of the real estate cadastre of Poland. The consequences of the definitions that are currently binding also include limited possibilities when using real estate cadastral data for economic and spatial planning as well as assessing taxes and benefits. Based on an analysis of the current legal acts and examples of the existing building structures, the author formulated proposals for a definition of the contour of a building structure and its development area.

Aplikacja do szacowania kosztów przejazdów samochodowych

W ramach pracy inżynierskiej przygotowana została aplikacja internetowa pozwalająca oszacować koszty przejazdu samochodem osobowym na podstawie wyznaczonej trasy. W wyniku działania aplikacji wygenerowany zostaje raport zawierający informacje o kosztach paliwa i opłat drogowych na wybranej trasie. W pracy wykorzystano język C# i platformę .NET CORE oraz JavaScript wraz z biblioteką jQuery. Wykorzystana w aplikacji interaktywna mapa oraz mechanizm wyznaczania trasy działają w oparciu o bibliotekę Leaflet, oraz Leaflet Routing Machine i Open Source Routing Machine. Do przechowywania danych użyty został serwer PostgreSQL, a do pracy z danymi przestrzennymi jego rozszerzenie PostGIS.

Challenges and issues in Spatial Data Infrastructure (SDI) development in Iraq

This paper addresses the nature of Spatial Data Infrastructure (SDI), considered as one of the most important concepts to ensure effective functioning in a modern society. It comprises a set of continually developing methods and procedures providing the geospatial base supporting a country’s governmental, environmental, economic, and social activities. In general, the SDI framework consists of the integration of various elements including standards, policies, networks, data, and end users and application areas. The transformation of previously paper-based map data into a digital format, the emergence of GIS, and the Internet and a host of online applications (e.g., environmental impact analysis, navigation, applications of VGI data, governmental efficiency drives) have led to huge leaps forward in SDI development. However, SDI progress can be held back by numerous challenges, both technical and non-technical. The paper outlines these challenges from the perspective of the country of Iraq, where there is an absence of a clear direction towards efficient SDI operation and a lack of knowledge for establishing and managing effective SDI. These challenges could be met by considering and resolving generic issues, identified by the experiences of other nations, by researchers, and by organisations. These issues are investigated and assessed by means of a questionnaire survey and interviews, directed towards important participants in the field of SDI development in the country. The results present the SDI issues in order of relevance to assist developers and users in solving potential SDI and data integration problems within Iraq.

The growing role of spatial data sets both in daily life as well as scientific applications is associated with an increasing need for all kinds of the software that work with this type of data. The purpose of this work was to develop a web application that allows visualization of spatial data collected in a database adapted to store the collection of this type. Additional assumptions for the project was the requirement for this application to enable users to use it on all hardware platforms and operating systems. The environment that was chosen for this task is a programming language Java including usage applet technology.

Key-terms for building European (INSPIRE) and national spatial data infrastructures (SD1) are: the spatial data infrastructure itself and interoperability of SDI's, as well as the role of standardization in providing such interoperability. The paper presents, on the ground of a Technical Report of the CEN/TC 287 Working Group 5 definitions and methodological and technological concepts of the two terms as prerequisites for the European standards in this field.

Tematem mojej pracy inżynierskiej są serwisy mapowe w portalu Małopolskiej Infrastruktury Informacji Przestrzennej i ich wykorzystanie przy ocenie warunków wodno-gruntowych w rejonie zurbanizowanym Podgórza, dzielnicy Krakowa. Serwisy Małopolskiej Infrastruktury Informacji Przestrzennej (MIIP) są tworzone w Wydziale Geodezji Urzędu Marszałkowskiego Województwa Małopolskiego. Ich zasadniczym celem jest prezentacja danych przestrzennych ze wspomnianego obszaru. Początkowym zamierzeniem przy tworzeniu serwisów była optymalizacja działania administracji, lecz wraz z upływem czasu główną funkcją stała się możliwość zapewnienia swobodnego dostępu do danych, przeglądania oraz pracy na nich. MIIP zawiera wiele kompozycji mapowych, jednak tylko niektóre okazują się przydatne przy określaniu warunków wodno-gruntowych. Przydatność poszczególnych map w rejonie Podgórza została zaprezentowana w projekcie poniżej.
