Partycypacja obywateli w rządzeniu. Problemy polskiej samorządności

This paper describes the issues related to the barriers of civic participation in local governments. It presents local governments as an institutional field, whose functioning does not depend solely on the decentralization of governance. In addition, the paper describes problems related to the functioning of Polish self-governments, whose broader description can be found in the articles collected in this volume.
Potrzeby czy zasoby? Nurty diagnozowania kultury na poziomie gmin

The paper discusses selected results of a research project on cultural assessments in Polish municipalities. A distinction is drawn between two general approaches to participants in local culture and their relationship with public cultural institutions. The perspective of <i>cultural needs</i> effectively translates into assessing cultural preferences of participants and their expectations concerning the activity of public institutions. Such an approach implies a »one-dimensional« concept of cultural needs and relegates cultural participants to the role of passive recipients. The perspective of <i>cultural resources</i> focuses on individual qualities and collective forms of capital conducive to cultural activity. This approach yields a more empowering picture of cultural participants as potential partners in public institutions and contributors to local culture.

Addressing the collective needs of residents is both a task of local governments and a moral obligation of authorities. Having knowledge about the scope and specifics of the needs and the opinions of the residents in this respect is therefore the starting point for rational and effective management actions. Local decision-makers can (theoretically) use a wide array of knowledge sources and utilise them in a variety of ways. This is, however, not always the case. There arises therefore a question of real action taken up by local authorities to find out the opinions and needs of residents (sources of knowledge). The article draws on the results of the author’s own research conducted in rural areas among local decision-makers and residents. They indicate a relatively low level of interest in a thorough diagnosis of the needs of the residents. It is replaced by the superficial observation and intuition of the authorities. In addition, information about the community is obtained through traditional channels of communication in the form of talks with village leaders and councillors. Residents are rarely seen as a source of local knowledge and, apart from expressing their opinions at meetings, they seldom engage in the process of diagnosing their own problems.
Charakterystyka procedur budżetów obywatelskich w Wielkopolsce

For the past 25 years, the phenomenon of participation has been widely discussed around the world, and one of its forms is participatory budgeting, which gained popularity in the late 1980s and 1990s. Participatory budgeting became popular in Latin America and has spread globally. Until 2000, only a few European cities benefited from this tool, but the idea has rapidly expanded, and in 2010 there were around 1,500 cities (200 in Europe) where participatory budgeting has been implemented. Its nature is diverse and it performs several functions. Studies focus on case studies, and systematic analysis of the organizational aspect is absent. This pilot study contributes to the procedural aspect of participatory budgeting through the analysis of 28 cases in Wielkopolska Voivodeship conducted in the period 2012–2016. In the study the written rules concerning participatory budgeting were scrutinized along with the websites of municipalities. Four issues were analyzed: level of financing investment, application procedures, voting procedures, and methods of final selection. The comparative analysis leads to the conclusion that participatory budgeting in Wielkopolska Voivodeship is significantly procedurally differentiated.
Wyborcza karuzela: staż parlamentarny jako czynnik sukcesu wyborczego kandydatów na wójta, burmistrza i prezydenta miasta

The subject of this paper is the analysis of what influence has the seniority in the parliament on gaining support, expressed in percentage, in direct elections for these positions: commune head and mayors. Ever since 2002 and up to 2014, among all people attempting to be elected as commune heads and mayors (<i>N</i> = 33 680) were 327 people who previously (prior to 2001) sat in the Polish Parliament. The analysis results, show that experienced parliamentarians loose support in smaller communities and in large towns and cities parliamentary experience is not a significant variable to enhance odds of election to executive positions.
