Abstract
Zaproponowano model opodatkowania przedsiębiorstwa górniczego, którego głównym celem jest zabezpieczenie wartości przedsiębiorstwa oraz zaspokojenie potrzeb wszystkich jego interesariuszy. Model został oparty na dochodowej metodzie wyceny przedsiębiorstwa jaką jest EVA (ang. Economic Value Added). Metoda EVA pozwoliła na obliczenie wartości przedsiębiorstwa w układzie ex post oraz ex ante. Prawidłowe przyjęcie wartości przedsiębiorstwa górniczego pozwoliło na zamodelowanie wysokości podatku górniczego, który według modelu jest równy obliczonej wartości EVA. Przyjęcie założenia, że metoda EVA zabezpiecza potrzeby wszystkich interesariuszy przedsiębiorstwa pozwoliło wysnuć wniosek, że wartość dodatnia EVA powinna stanowić podatek górniczy podlegający wpłacie do budżetu państwa. Ze względu na fakt, że obecnie w Polsce funkcjonuje jeden podatek typu mining royalty tj. podatek od wydobycia niektórych kopalin i jest nim obciążone jedno przedsiębiorstwo stworzony model zakłada również dwa warianty obliczeniowe, uwzględniający i nieuwzględniający podatek od wydobycia niektórych kopalin w kosztach operacyjnych. Praca realizuje zarówno cele teoretyczne, jak i praktyczne. Teoretyczna część pracy obejmuje analizę literatury z zakresu wartości przedsiębiorstw i metod ich wyceny, systemów podatkowych oraz opodatkowania sektora górniczego w Polsce i na świecie. Część teoretyczna wspiera część praktyczną, którą stanowi model opodatkowania zorientowany na zabezpieczenie wartości przedsiębiorstwa górniczego przy jednoczesnym zaspokojeniu potrzeb wszystkich interesariuszy. Część praktyczna zakończona jest weryfikacją przyjętego modelu oraz wnioskami.
A taxation model for a mining company has been proposed, aiming to secure the company's value and satisfy the needs of all its stakeholders. The model is based on the income approach to business valuation, namely Economic Value Added (EVA). The EVA method allowed for the calculation of the company's value in both ex post and ex ante arrangements. Correct adoption of the value of the mining company enabled the modeling of the mining tax amount, which according to the model is equal to the calculated EVA value. Assuming that the EVA method secures the needs of all the company's stakeholders led to the conclusion that a positive EVA value should constitute the mining tax payable to the state budget. Considering that currently in Poland there exists a single mining royalty tax, namely a tax on the extraction of certain minerals, borne by a single company, the model created also incorporates two computational variants, one including and one excluding the tax on the extraction of certain minerals from operational costs. The thesis encompasses both theoretical and practical objectives. The theoretical part includes a literature review on business valuation methods, tax systems, and taxation of the mining sector in Poland and worldwide. The theoretical segment supports the practical part, which consists of a taxation model aimed at securing the value of the mining company while simultaneously satisfying the needs of all stakeholders. The practical portion concludes with the verification of the adopted model and its conclusions.
