Surveying aspect of registration of land information in Poland

Abstract

Within land information one can distinguish spatial (surveying) and legal information. The former deals with information about location of objects and their attributes. Results of capturing surveying information are various data and documents concerning different measurements, for example subdivision or delimitation of real estate. Land information captured by surveying methods is presented in the shape of surveying files, registered in surveying documentation centre, which functions in Poland on three levels: country, province and district (local). The essential for surveyors is local one, where surveys data and documents concerning most important sorts of surveying works have been registered and kept. In the paper, the basis rules of registration of land information in surveying aspect in local documentation centre, have been shown. There has also been presented circulation of information between the centre and surveyor, activities of the centre and relations between surveying documentation centre and other units and users.

W informacji o terenie można wyróżnić informację przestrzenną (geodezyjną) oraz informację prawną. Ta pierwsza dotyczy informacji o położeniu obiektów terenu oraz ich atrybutów. Rezultatem pozyskiwania informacji geodezyjnej o terenie są różnego rodzaju dane i dokumenty, dotyczące różnych zagadnień pomiarowych, na przykład podziału lub rozgraniczenia nieruchomości. Informacja o terenie w aspekcie geodezyjnym, pozyskiwana różnymi metodami pomiarowymi, jest przedstawiana w postaci operatów geodezyjnych, rejestrowanych w ośrodku dokumentacji geodezyjnej i kartograficznej, który w Polsce funkcjonuje na trzech poziomach: centralnym, wojewódzkim i powiatowym. Najważniejszym z nich dla geodety jest ośrodek powiatowy, w którym rejestrowane są i przechowywane dane i dokumenty geodezyjne dotyczące najważniejszych i najczęściej wykonywanych prac. W artykule przedstawiono podstawowe zasady rejestracji informacji o terenie w aspekcie geodezyjnym w powiatowym ośrodku dokumentacji. Przedstawiono także obieg informacji pomiędzy ośrodkiem a wykonawcą, czynności ośrodka oraz powiązania ośrodka z innymi jednostkami oraz użytkownikami.
