Wpływ subsydiowania cen paliw na światowy rynek ropy naftowej

Abstract

W Polsce ceny paliw silnikowych utrzymują się na bardzo wysokim poziomie. W swojej strukturze zawierają podatek VAT, akcyzę oraz opłatę paliwową. Ostateczna cena produktów ropopochodnych uzależniona jest od ceny zakupu ropy naftowej. Od wielu lat wartość tego surowca na światowych giełdach towarowych wykazuje bardzo silny i nieprzewidywalny wzrost. Jednak na świecie są państwa, gdzie ceny paliw silnikowych poprzez subsydiowanie utrzymane są na bardzo niskim poziomie. Do tej grupy można zaliczyć m.in. Arabii Saudyjskiej, Indii, Chinach czy Wenezueli. Celem artykułu jest ocena światowego popytu i podaży na ropę naftową, w sytuacji rezygnacji z subsydiowania detalicznych cen benzyny i olej napędowy w państwach »naftowych«. Przyjęto tezę, że odejście od subsydiowania paliw silnikowych w ww. państwach może wpłynąć na zwiększenie podaży tego surowca na światowych rynkach i równolegle przyczyni się do obniżenia jego ceny.

In Poland, motor fuel prices are maintained at a very high level. Their structure includes VAT, excise duty and fuel charges. The final price of petroleum products is dependent on the purchase price of crude oil. For many years the value of this product in the world commodity exchanges has maintained a very strong and unpredictable growth. But in the world there are countries where the prices of motor fuels are maintained at a very low level through various subsidies. This group includes, among others, Saudi Arabia, India, China and Venezuela. The purpose of this article is to assess the global supply and demand for oil, in the event of the abandonment of subsidizing the retail price of gasoline and diesel in the »oil« countries. It has been assumed that moving away from subsidies for motor fuels in the above countries may affect the increase in the supply of this product on world markets and simultaneously contribute to lowering its price.
