Abstract

W systemie elektroenergetycznym energia wprowadzona do sieci musi być jednocześnie z niego odebrana, czyli system musi być zbilansowany. Ponieważ system ten został zbudowany hierarchicznie i energia produkowana w elektrowniach systemowych jest przesyłana do odbiorców poprzez system przesyłowy i dystrybucyjny, operator systemu elektroenergetycznego prowadzi bilansowanie centralne. System ulega przekształceniom. Wraz z rozwojem energetyki odnawialnej, przyłączanej do sieci dystrybucyjnej, zmieniają się kierunki przepływu energii i coraz częściej płynie ona z sieci dystrybucyjnych w kierunku sieci przesyłowych. Jednym z rozwiązań tych problemów mogą być obszary bilansowania zarządzane przez lokalne społeczności energetyczne, takie jak klastry czy spółdzielnie energetyczne. Stwarzałoby to nowe możliwości w zakresie efektywnego wykorzystania energii blisko miejsca jej wytworzenia. Lokalny obszar bilansowania może zachowywać się jak aktywny odbiorca i pobierać energię, gdy dostaje odpowiedni sygnał cenowy. Może również zmniejszać pobór energii lub wręcz dostarczać ją do systemu elektroenergetycznego - wówczas zachowuje się jak wirtualna elektrownia. Właściwy dobór członków spółdzielni, zapewniający wysoki poziom bieżącego zbilansowania wytwarzania i poboru energii, może przynieść jej uczestnikom wymierne korzyści. W badanym przypadku cena rozliczeń wewnętrznych w przedziale między 340 a 620 zł satysfakcjonuje wszystkich członków. Jeśli zbilansowanie będzie pełne, to rolą sieci dystrybucyjnej będzie jedynie zapewnianie ciągłości dostaw energii i zabezpieczanie wewnętrznej gospodarki energetycznej.


In the power system, the energy fed into the grid must be simultaneously withdrawn from it, i.e. the system must be balanced. As this system has been built hierarchically and the energy produced in system power plants is sent to consumers through the transmission and distribution system, the power system operator conducts central balancing. The system is changing. Along with the development of renewable energy connected to the distribution network, the directions of energy flow change and it flows more and more often from distribution networks towards transmission networks. One of the solutions to these problems may be balancing areas managed by local energy communities such as clusters or energy cooperatives. This would create new possibilities for the efficient use of energy close to the place of its generation. The local balancing area can behave like an active consumer and take power when it gets the appropriate price signal. It can also reduce energy consumption or even supply it to the power system - then it behaves like a virtual power plant. Proper selection of cooperative members, ensuring a high level of current balancing of energy production and consumption, can bring them tangible benefits. In the case study examination, the price of internal settlements in the range between PLN 340 and PLN 620 satisfies all members. If the balance is complete, the role of the distribution grid will be only to ensure the continuity of energy supply and the internal energy management.
