Dwadzieścia lat eksperymentu z lokalną partycypacją mniejszości romskiej w podhalańskiej gminie

Abstract

The text is a case study of the relationship between the initiation of activities defined in the Roma Government Integration Program as being aimed at increasing the participation of the Roma community in the social life of rural areas, and the real nature of relations between Roma and non-Roma. The article was devoted to the role of local government in implementing Roma integration strategies. We describe the situation of a Roma community belonging to the Bergitka Roma group. The main subject of analysis is the consequences of the »integration« measures taken by officials and local policymakers in contact with the inhabitants of the Roma settlement. From the perspective of local authorities, the current situation is defined as difficult. Its representatives try to avoid on one hand accusations of discrimination against ethnic minority communities on one hand, and of favouring the Roma on the other. Balancing the expectations of both sides, local authorities use solutions known as »participatory actions«.

Artykuł stanowi studium przypadku zależności między inicjowaniem działań, które według rządowego programu integracji Romów mają zwiększyć udział społeczności romskiej w życiu społecznym wsi, a rzeczywistym charakterem relacji między Romami i nie-Romami. Artykuł został poświęcony roli samorządu terytorialnego w realizowaniu strategii integracji Romów na przykładzie grupy Bergitka Roma. Głównym przedmiotem analizy są konsekwencje działań »integracyjnych« podejmowanych przez urzędników i lokalnych decydentów mających kontakt z mieszkańcami romskiej osady. Istniejąca sytuacja jest określana przez władze lokalne jako trudna. Ich przedstawiciele z jednej strony starają się unikać oskarżeń o dyskryminowanie zamieszkującej gminę mniejszości etnicznej, a z drugiej o faworyzowanie Romów. Balansując między oczekiwaniami obu stron, władze lokalne posługują się rozwiązaniami określanymi jako »działania partycypacyjne«.
