Powiaty w sieci - główne funkcje realizowane przez samorządowe witryny internetowe

Abstract

The paper addresses the problem of the ICT use by local government institutions, which is the important aspect of the e-government research. Major part of the paper is the presentation of results of the research project carried out in the period of 2005-2009. The study comprised the analysis of the content of websites of Polish counties (the secondary level of Polish local government system). Four major functions performed by local government websites were identified within the framework of the research. They are: information, promotion, consultation and service delivery. Research results indicate that information delivery is the most advanced form of the Internet offer of local government institutions. At the same time capabilities of more sophisticated aspects of websites content (the stimulation of local public debate as well as electronic service delivery) remain undeveloped. Nevertheless, it is worth stressing that the gradual enhancement of the content of local government websites can be observed.

Artykuł podejmuje problem sposobu wykorzystania nowych technologii informacyjnych i komunikacyjnych przez instytucje samorządowe, będącego istotnym aspektem badań nad elektroniczną administracją. W tekście zaprezentowane zostały rezultaty projektu badawczego, zrealizowanego w latach 2005-2009, w ramach którego poddano analizie zawartość witryn polskich powiatów ziemskich. W badaniach wyodrębniono cztery podstawowe funkcje pełnione przez witryny władz samorządowych: informacyjną, promocyjną, konsultacyjną i usługową. Wyniki analizy wskazują że najbardziej rozwiniętą formą sieciowej oferty samorządów jest dostarczanie informacji. Potencjał bardziej zaawansowanych aspektów zawartości witryn - takich jak stymulowanie lokalnej debaty publicznej czy dystrybucja usług publicznych - pozostaje ciągle w dużym stopniu niewykorzystany. Jednocześnie trzeba podkreślić, że kolejne lata przynoszą stopniowe wzbogacenie oferty sieciowej dostępnej na witrynach samorządowych.
