Selected conditions of a changing role of natural gas in a longterm energy policy of Poland

Abstract

According to existing forecasts there will be a gradual change in the structure of energy sources in Poland. The forthcoming changes will result from international obligations aimed at reducing the level of emissions to the atmosphere and adjusting the working of companies in the energy sector to standards imposed by EU directives. The need for restructurisation is also dictated by currently low competitiveness of the domestic energy sector and bringing it close to the world standards. As a result of such changes it will be possible to move away from energy based on coal and thus create conditions in which natural gas will play a more significant role in the domestic energy sector. The change is dependent on tools that must be created by government institutions, which will emphasise market mechanisms in shaping the structure of energy sources in Poland. It must be stressed, however, that until now the government actions in this area have restricted possibilities for change in the energy sector. Według dostępnych prognoz w kolejnych latach w Polsce dojdzie do stopniowej zmiany struktury źródeł energii. Zmiana ta będzie związana z koniecznością wywiązania się naszego kraju z międzynarodowych zobowiązań dotyczących ograniczenia emisji zanieczyszczeń atmosfery oraz z dostosowaniem funkcjonowania przedsiębiorstw sektora energii do standardów wynikających z dyrektyw UE. Konieczność restrukturyzacji jest również związana z niewielką obecnie konkurencyjnością krajowego sektora energii oraz z dostosowywaniem jego funkcjonowania do standardów światowych. W wyniku tych zmian możliwe będzie stopniowe odejście od energetyki opartej na węglu kamiennym oraz stworzenie warunków do zwiększenia znaczenia gazu ziemnego w krajowym sektorze energii. Zmiana ta będzie możliwa, jeśli zostaną stworzone przez instytucje państwa instrumenty, które zwiększą znaczenie mechanizmów rynkowych w kształtowaniu struktury źródeł energii w Polsce. Trzeba jednak podkreślić, że dotychczasowe działania rządu w tym zakresie ograniczają możliwość dokonania zmian w sektorze energii.
